Comments from IANA Vice President of Government Affairs Paul Wasik on Surface Transportation Board's Policy Statement on the ICC Termination Act
CALVERTON, MD (November 6, 2026) — The Surface Transportation Board today released a policy statement clarifying the scope of the ICC Termination Act (ICCTA) preemption authority over rail transportation. The Intermodal Association of North America’s Vice President of Government Affairs Paul Wasik offered the following on the STB statement:
"Intermodal freight is constantly crossing state lines, and having a single, clear set of rules is necessary to move freight efficiently. IANA is grateful to the STB for providing this certainty with today’s policy statement. The uniformity on which the underlying statute is premised is critical to intermodal competitiveness."
